A string of bizarre bank robberies have swept through Southern California. In each heist, the bandits have been seen wearing rubber masks, each with the face of a different ex-President. A federal agent by the name of Johnny Utah has been selected to try and infiltrate this gang of bank robbers, but they turn out to be no ordinary group. Surfers, led by the charismatic Bodhi, these crooks are addicted to the rush of thieving. But when Utah falls in love with a female surfer who is close to the gang, his sense of duty becomes increasingly complicated.
